The .0002 Ask has to be emptied before it becomes a .0003 Ask with a .0002 Bid

That Ask move from 2 to 3 increases the value of shares for all shareholders.

Every stock has flippers. Implying that BIEL can't break out to a higher SP because of them is BS.
