Yup, and a huge conflict of interest. Basically, Advantage plans get paid by Medicare to fund your insurance plan. So they are incentivized to keep your care as cheap as possible. They love to advertise "free" policies (or very low cost), but they don't tell you all the out of pocket costs you have.

Medigap/Medicare Supplements are just a self-paid insurance plan on top of what you pay Medicare that covers most additional out of pocket costs.
