I know as a fact, that the Supreme Court is captured and controlled. I can't say, however, at the individual case levels, how decisions have been impacted, but with the exception of one, which is because I was very interested at the time, as it had immense National implications. As for neutering the SEC, IDK, does the decision seem sensible? Thrusting all the decisions regarding fraud on a snail paced legal system, which is already overwhemed with case loads, doesn't strike me as a good idea.
