Why would Pfizer "have exclusive rights to the device?" It's not patent protected. IF/WHEN a market ever developed for the device, competitors will flood in. The Chinese manufacturer will sell the device to anyone. They'll put anyone's logo on the device if you order enough.

And how do pharmaceutical companies prescribe painkillers?

And what's going to stop doctors from prescribing painkillers? The NOPAIN Act won't do that.
