There was/is no change to the timeline. It was always an estimate/best guess, and subject to change both ways as the business plan moves.
Lebby has explained a number of times the Tier-1's are slower. Not sure if he anticipated that, last year.
I mean no offense to you, but for an investor to feel there should be a tangible date on which their ideal "commercialization" will occur is naïve.
Quit honestly, I feel LWLG is frustrated with some of the hoops they're being required to jump through. Maybe it's a play by some of the larger companies to gain more favorable terms. This is perhaps why LWLG agreed to announce the AMF foundry deal collaboration.
