“Naked shorting is very difficult to do at scale. CNS and NSCC guarantees mean nobody intends to skirt the settlement. Very few brokers have the balls to sell short without a reasonable belief they can locate. The vast majority of all trades are settled on the same day CNS, guaranteed to pay, and buy-ins are mandatory. Mass naked shorting, knowing for sure they can't locate it in 13 days max, is basically suicide.”
