It would if mismanagement said 'hold off', which probably has happened. I believe they screwed up the initial submission, and have been scrambling to fix it ever since, but WOULD NOT DARE TELL THE SHAREHOLDERS. Especially if it pushes approval to late 2024 or early 2025, which, knowing how poor this nonmanagement is and has shown to be, would not suprise me and should not suprise anyone else. When May and June pass without a peep, what are we supposed to GUESS IS GOING ON.? Silence is the stock killer, and they are good at it.
