Methinks, I was just thinking say a Window 7 user wanted a passkey. Well it sounds like SOME Windows 7 machines can be upgraded to thus Windows 11 which might be a pain in the butt for some or not be able to be done at all to get Windows Hello!! Why not use Wave and the Virtual Smart Card for Windows 7 machines. I think Windows 11 has gotten more complicated and has Advertising now!! The Chinese and U.S. government may want their Windows 7 machines covered with Wave Virtual Smart Card rather than having to upgrade to Windows 11 and windows hello which is not made for Windows 7 machines and Bitlocker should be retired and SEDs should be used!! They could save these older machines from ruining the environment by trashing them or wasting them by putting SEDs into these Windows 7 computer (these older computers may just need a SED and Wave VSC to be a upgraded Windows 7 computer). With windows hello it sounds like Microsoft is forcing an upgrade to Windows 11 and maybe theses windows 7 owners just like their older computer and could be upgraded with Wave and a new SED!!
