CLF—I'm sure the worry is about buying stock using borrowed funds.

Of course—everyone gets that. However, a moderate amount of financial leverage is beneficial to shareholders. CLF clearly stated that it will not let net debt go higher than 2.5x EBITDA, which is a reasonable ceiling, IMO.
