And the shorts do not have the ability to use options to aid in their short covering.

I would think, they could easily cover if they allowed more volatility. Buy on the run to .60 then short to .50 and then buy on the run to .70, etc....I believe in the end they could reduce their number of shorts/naked shorts by employing such type of strategy.
