I have heard this before, and sort of accepted it without giving it much thought. However, I am now not sure about this. Take in particular item 4 of your list "when a dividend is given..." How exactly does this work to force the hand of the naked short selllers? Who does what to solve the problem? It can not be any action by NWBO to research to whom to pay the dividend. Because any research they can do, they can do with or without declaring a dividend. So it must be the "shareholders" asking for their dividend. First of all, many of the "naked shares" may in hands of those friendly to the "naked sellers." They may not come asking for any dividend - they are looking to catch bigger fish. And even for those who do announce themselves for the dividend (many may not even realize they hold "false naked shares), ultimately it will still be on NWBO to research whether they are "true shareholders" or false "naked shareholders" to whom no dividend is due. So they may have a billion plus shares to track. This is a lot of work. How do they do this? What records can they access to make this determination that they didn't have before? Can they force a long chain of ownership to declare themselves many of whom no longer claim a holding in NWBO and have no interest to respond.
