You may want to read the next sentence which I have copied.

If the parties fail to agree upon such a plan or fail to submit the plan to the Court within the time provided (at least two business days before the conference date), the parties must appear at a conference on 5/23/2024 at 10:30 a.m., in courtroom 24A, 500 Pearl Street, New York, New York, 10007.

That means an agreed upon schedule for discovery, not the start of actual discovery. Furthermore, if a schedule is not agreed upon then there will be a hearing.

It seems likely to me that motion to dismiss will be presented at that hearing. Actual discovery is still a some time off if it ever gets that far.
