Seems like this was abandoned by its China owner because they either couldn't use it for the money making scheme they wanted, due to China cracking down on these kind of RMs, or because they did get whatever they wanted out of it with shady business dealing and/or money laundering.
Either way, it appears dead and I see no reason why they would bother trying to sell the shell to some other sucker, or that some other custodian would bother.
