I can see what you're saying, but nowhere does he say that getting the permits and such is not part of the completion process we are waiting for to begin.

To be more clear, can't get the permits until everything is ready and paid. So when he saye we'll be ready in 3-4 weeks, I believe he's saying that the whole process(including getting the permits) will start then. However, again, it's what he THINKS, not what he knows, and it's not all up to him.
