Computer bulletin boards date to the very beginning, maybe 1980. You needed a modem and you paid by the minute for the long distance phone call. Prohibitive unless you lived in a place like San Francisco. I know some people who accessed the web thru a university or military connection. At best it must have been painfully slow and unreliable.
