The MHRA says, not me, the MHRA says the assessment is a two phase process.

You all made up the claim that Phase 2 isn’t necessary if there is no RFI.

The MHRA does not say anywhere that this is the case.

The onus is on you, not me, to prove that Phase 2 is cancelled if no RFI is given.
