Think about this…maybe management wants to lower the PPS? After all they did state they are buying back shares by the end of Q2.

Yeah, this has actually been in the back of my head as well. There is very little incentive to push the stock price right now. In fact, it's almost a disincentive. It makes me wonder if they will "let it rip" after they begin the buyback (or at least buy back a substantial portion of what they intend).

I've always felt that they are intentionally dragging their feet and being elusive, likely buying time until the Bio market recovers and they make more progress.
