Confusion reigns.

Once again, Sano attempts to criticize Dr. Tao. First he quotes Dr. Tao:

“When a strong electric field is applied along the flow direction in a small section of the pipeline, the suspended particles are polarized by the electric field.”

Now watch how Sano makes an error and then compounds it with the following quote:

we are to believe that the nano components of crude magically align themselves in the direction of the flow by applying a small current..although initially it stated above as a strong current. Nothing like running a strong current at 40KV through flammable liquid! What could go wrong?

Look closely. Dr. Tao refers to a strong electric field while Sano talks about a strong current as if they were the same thing. I'm not an electrical engineer but I know the difference between an electric field and current.

Since the "strong current" is fictitious what about his conclusion? In this case I will defer to TransCanada's engineers who were largely responsible for designing and building the AOT 2.0 . I think it would be safe to say that they weren't going to go with something that was likely to blow up their pipeline.
