We are to understand that The CEO issues 15 million shares for a generator to be built, yes? By his own company.
THE CEO then receives a licence from Fellow boardmember Holcomb? OK. Not sure why the Ceo needs licensure to build the company's own product, but ok.

The contract to build is not executable?

THIS Is what you allege in item 1.
So the corporate attorney approves this unusable contract and nothing happens. This is what you are saying.
