Luttig and the others filed the amicus brief a while back. He's been working with Laurence Tribe on getting Trumpty convicted of as much stuff as possible.

Luttig is a very well-known and well-regarded conservative jurist. He was once considered for the Supreme Court. Ironically, the seats he'd have been considered for are now occupied by Roberts and Alito.
