You are reading it correctly. However, IMO, you would be naive to assume that our government will universally apply Validian in time to stop every attack. I was absolutely shocked to read a few years ago that some of the agencies in Washington are still using Windows 95.

The typical government agency is run by fools. Most of them are incompetent on a scale that would prevent them from making a living in the real world.

Even the current rhetoric coming out of Washington on both sides of the aisle is politically expedient lip service in an election year. I think it is safe to say they are NOT going to do anything in a timely manner that they can politically justify putting off until tomorrow.
