Using 'simple man', isn't 200M shares only $20K at $0.0001, so it's not like someone is betting the farm.

Like in October when I was watching, that order is not getting filled I assume, but I haven't watched daily volume either.

So maybe even a better question than who is buying is...

Why doesn't eeyore and others just dump their 100's of millions of shares to fill the order?
