I recall that it was the local authority in Cambridge ("The Greater Cambridge Council") which put money into NWBO's development which is in its South Cambridgeshire Science Park (or something similar).

It was a $1.7M developmental loan. 6.25% interest and starts being paid back next year. It was also collateralize by 17 acres. So if those acres are worth more than a couple million (as L Smith asserts as a fact), then the loan deal is high interest.

Many regions do such loans as this to get business to build or move. Means ziltch.
