I think I may know one of the two, I just stumbled across it and still doing my due diligence on it. From the little bit I have read so far, what they are claiming to have cures for would have significant benefits to current and former military personnel. This would save the Military funding that would then be used elsewhere.

As to Charles looking into this as an option, I don't know how hard he looked into finding funding if the best he could come up with is SAGA.
