Unless they plan on "running" the company for other future developments, I see no reason to uplist back to NASDAQ. It seems it would be a huge cash drain to stay compliant. IMO better to use those remaining resources to put a "book" together and go on the road show and cut a deal with big PHARMA. Particularly one that deals in BOTH animal and human pharma.
