The shares purchased by the CEO via form4 are common shares from the open market and thus remain as part of the total OS but fall under the restriction rules of SEC rule 144. Form4 purchases come with restrictions of minimum six months or one year unless otherwise stipulated! So basically for the Form4 purchases the OS has that many fewer trading shows during the restriction period!

On the other hand the CEO has the authority to instruct the transfer agent to change His common shares to preferred shares and remove them completely from the free trading OS or as hinted from the CEO he could retire the shares completely.
