I don the know all the details about the restrictions in that case but I would suppose that as long as there is no guaranteed outcome that they would be in the same boat as us. Now if the trial was halted for “good reason” and they know they have completed all the requirements for a tentative, unwritten and unsigned pathway to approval then not buying shares makes more sense. Your idea about conversions or other ways to communicate their confidence sure would be a welcome sign. Best wishes.
