But I can't believe I am saying this; But in PLUG's defense, it is better to wait until the rules are FINAL before starting a new plant, so that you can better optimize for the new rules. You may not need the 45v ( a lie) , but better to take best advantage of the rules if you haven't even begun the plant.

For TN and GA we were already too pregnant.
