If the CCP does have its hooks into Biden thanks to his son, not refilling the SPR makes sense. China has not been shy about announcing their intention to reunify with Formosa. On yet another, but somewhat related issue, I heard on a podcast (reliable and first-class) that the Border Patrol has been directed to do dumbed-down vetting of Chinese nationals who have entered here illegally. They no longer are downloading the contents of their cell phones, for example. And they are asked pretty much the questions someone from Honduras, for example, is asked. Treason, if you ask me.
