To me the GTEM strategy is to build out 'small' Metro AREA sized hotzone networks to ascertain subscriber interest - pilots if you like, to test local Metro markets interest and uptake.

If there is subscriber interest, after the existing incumbent GSM/UMTS players and other WiFi Operators are factored in for the GTEM Network then, expansion will follow..

Unfortunately, to me (IMO) it seems Germany is a failure (otherwise we would have heard) - there is no subscriber interest in GTEM' pilot network to fund further expansion....GTEM has probably not attracted significant subscriber interest to justify a wider rollout. This is hardly surprising considering the presence of D2 Vodafone & T-Mobile and thier established National penetration of GPRS and UMTS + Deutsche Telecom as the dominant 'wireline' broadband provider

However, the future for Mexico seems brighter, for there is less competition from the incumbents. One needs to question the presence of the existing 'wireline' Broadband Provider's network + plus the presence of the Mobile operators GPRS/UMTS Networks. Where there is a gap..is where GTEM fits

Peralta knows this......he's done his DD in terms of market analysis and knows GTEM 'serves a purpose'. Let's conlude the JV and get the money rolling in. The GTEM Network will sell itself..as it will fill a void. Rollout speed is key...as Mexico's incumbents won't be caught off guard for long. They'll be looking to infill their coverage like nobody's business asap.

GTEM's handicap right now is lack of an aggressive marketing strategy to generate awareness and subscriber intereest in their present territories. A doubled edged sword considering the current cashflow situation...
