Here’s what’s gonna happen. The shorts (which means the mm’s mainly, and also the hedgies who they are beholdened to) think they have a lot of time to slowly unwind. Which they do, technically. Because of the long administrative process. But the institutions are going to start betting on a potential big pay day. At some point when the mm’s realize that every time they try to short/suppress, someone is buying their shorts in large volume, they will stop making a market from a net short position. Because it’s just not worth it anymore, from a cost-benefit standpoint. They are traders, not analysts. All they care about is the trading environment.

Substance means nothing to them. They rarely take it into consideration. It’s all about what they think they can get away with, until somebody stops them.
