You will need to perhaps reconsider that back end is surely in the works for the company that received the PERK shipment from LWLG which is done for the backend process as you describe it.

Devices are being made at a foundry either foundry A in the USA or at the foundry D in Europe.

The PERK shipment need not be shipped or received until the company is ready for backend completion.

One is required to work one’s head around this situation and attempt to explain it.

It sure looks like someone is running an EO modulator through a foundry (or foundries) with the objective of doing the backend when receiving the completed device from the foundry.
