The answer is that clearly Guido doesn't know how to read a balance sheet.

The senior prefs are clearly listed in the equity section of the balance sheet. For example, Fannie's Q3 2023 10-Q and page 51 of Freddie's Q3 2023 10-Q.

They don't count towards core capital because HERA's definition of core capital doesn't include cumulative preferred shares.

Of course, I have already explained this to him on at least two occasions. You can lead a horse to water...
