He was suppose to go in March , here is link 1st below about midway down it is mentioned , the second link has that they went , so what changed from that date to Sept that nothing will happen. please don't say war , that region always has something going on so why pick it in the first place then. Especially when they promoted people they know in the region, they could have setup trials is Haiti or Cuba they have a HIV issue there too. The question is not direct at you , just a general one we are on the same page GLTA
