Agreed. But I think the technology is outrunning the regulation and regulators and certain interests in Congress like it that way.

The only real way to address this is to have a vetting agency for algorithmic trading software that ensures that manipulation is not embedded in non-transparent computer systems and code and our regulators are simply not equipped to regulate that process. Without Congress deciding this is an issue, they won’t get the regulatory mandate or personnel to deal with the issue. In the meantime, we’ll see more robber barons becoming fantastically wealthy.
