It's once a month. It's not like it's every 3 or 6 months. Even in their previous PR, in my opinion, it was more likely the end of November, the 30th or beyond, than before. So if that were the case, they did not actually "miss" anything. Would have been nice if it could have been mid-November, but honestly, even at the time, it seemed unlikely to be any time before the end of November or early December. I think now it's just more clearly early to mid-december for submission because I really don't think they were realistic, given the holiday in between, to predict mid-November. Thanksgiving was Nov 23rd. This is, despite being focused on the UK right now, a US company with many US consultants, employees and likely service providers. But given what needs to be done, I think they will make December's deadline.

Also, if you know you're going to miss the 1 day a month when it matters to submit, in November, then there is no reason to complete before you're totally satisfied. No need to submit just to submit the first week in December just to satisfy the message boards and social media when the MHRA is not going to do anything until later in the month.
