I've been doing research the past week and came across Brightmark Energy. They spent $260M over the last 4-5 years on a 120,000 square foot building and adjacent chemical operations that would process 100,000 tons of plastic waste a year. It's a good article that discusses some of their challenges. Looks like they made a lot of mistakes. Maybe a 'how not to do it' guide.
