It would be difficult for someone to usurp a URL - transfer codes and such are required. In my experience they can hijack a site though - usually they exploit a security flaw in a Wordpress site, or a plugin in the site, that hasn't been updated in a while, and use a bunch of PHP files, or something like that, to reroute the site. If the URL has been paid for, it's likely done by the owner, and when they want to take the site back, it shouldn't be a problem.
