Well a PDK is the property of the foundry. Any client may ask the foundry to have the PDK adjusted for the device they want to produce so there would be collaboration with the client and the foundry. The Perk would be ordered from Lightwave by the foundry.. As far as I know this is the process.
I suppose in some cases no adjustments to the PDK would be required and the process would be straight forward.
But as far as production is concerned, we would likely hear from Lightwave on a 10Q about shipping of the PERK.
It is highly doubtful that Lightwave itself would have their own devices produced at the foundry then sold to a client. Too costly at this stage IMO. But that may happen further down the road. (Perhaps).

I am willing to be corrected on this information so have at it anybody else.
