You do know that Montana, France, and the Samsung Biologics efficacy testing were in-vitro...not in-vivo, right? The hope was to get Fast Tracked/EUA animal trials, which Fauci and friends didn't support cause the $$$ was in mRNA bs.

UC Davis was their plan for primate studies...however they had to pivot (to Europe) for these studies and have spoken many times in PRs and is on the Biogenysis website states "We are currently planning animal studies to demonstrate In-Vivo efficacy to meet the milestones required by pharmaceutical companies."
