Yes, SiFMA was absolutely right.

Your other concern is really unwarranted. No matter what side you trade on, NOBODY will accept your risk. And so if you decide to short a stock, your broker or clearing firm will want to be sure you have a borrow. They don't want to be the ones risking infinite losses.
