Teoxane has the right of first negotiation to commercialize Daxxify in Europe, so it's conceivable that Teoxane is in discussions with RVNC about a Daxxify commercialization deal for Europe and wanted to buy shares prior to making an announcement. (This is perfectly legal.) However, I think it's more likely that Teoxane is simply making an astute investment.

[Teoxane has] invested over $100mm in RVNC and its hard to believe it's just based on a belief that its undervalued.

By my calculation, Teoxane has invested less than $100M, although I don't think the exact figure is especially relevant.
