Ted is at it again. In the context of Dr. Lebby's statement that some foundries are ahead of others in development Ted says:
It reads to me like he was thinking "how am I going to answer his question without letting them know we've gotten almost nowhere with several of the oringinal 5"".

Is this a question of does Ted have dyslexia as he reads Dr. Lebby's statement and puts Dr. Lebby's thoughts in quotes? Or is it he has developed mind reading as a new skill?

The likely explanation is probably another deceptive debating technique called insertionism which is an unwarranted or unsubstantiated insertion of new words or meanings into a statement or an arguement. One can throw in catastrophizing again as he again points to the most negative likely outcome in his own opinion and not what Dr. Lebby said.
