It's not the license, it's the money.

Zion can easily get the license renewed, but they need to prove they have the money to get the work done.

No $10Mil, no license area.

No way Israel is going to lock up that real-estate to a company that cannot raise the capital to do the job.

I do not believe the Whale(s) are interested any more.
