The basic cause of the blowout was an improperly cured cement job, done by Halliburton. But BP ordered that DW Horizons be moved before the cement cured.
DW Horizons was a very expensive unit, but it was necessary for the depth of the water and the depth of the hole.. BP had a much cheaper completing rig lined up to finish things.
The decision that caused the disaster was made in London, not in the Gulf of Mexico.. Local management would have never made such a dangerous decision. In my experienced opinion.
