His 13D reports his interest as "shared voting power". Meaning he controls the votes of those 25M+ shares, but doesn't necessarily have to own them all directly. Individuals participating in his fund as LP's can own shares separately and still be committed as part of his voting block. His group can't unload a ton of shares without reporting if it changes that voting block by +/-1%. But, he can (and I would bet money has) buy and sell shares across his various entities to manipulate the share price while holding his voting amount static. Want to peg this at $1.05 for months? Just sell shares back and forth to your various entities. Why? Imagine if you also had a short position in one of your collection of LPs.
