Because MAXD corporation already had a twitter account started many years ago.

And it's OTC Scamming 101 for:

1. outsider registers a twitter account that LOOKS official
2. starts posting a bunch of bogus tweets pretending they're official news
3. pump & dump

Not to mention... MAXD is a dead company, as it has been for years, they've run out of even fake news to publish.
