Not sure I understand the change in narrative either.

If I had to guess, the reality is they recognize the RA process is still hostage to bureaucrats. And if the modules contain typos and errors and mistakes of one sort or another, there’s always the risk of a completion letter regardless of what anybody else wants, either in the medical community or government. Great Britain’s gift to the world is bureaucracy — certainly not food.

Mav believes this is deliberately being slow played. But for practical reasons don’t necessarily see it that way.
