I disagree. Think about the journal article. We waited and heard nothing until it was published. They didn’t say that the plan to submit in such and such journal. Their silence means nothing, nothing positive and nothing negative. It’s something they now believe in, for better or worse. Submission could happen tomorrow or in a year, we have no idea.
