Climber18,_yes you_are 100%_correct. India_is properly_killing the_atomic
restriction (aka Strategic Mineral classification in Chile) on India's lithium now through their legislature in order to open lithium mining up to private lithium miners
https://www.livemint.com/news/india/government-approves-bill-allowing-private-sector-participation-in-mineral-exploration-including-lithium-mining-11690565939516.html
and/or https://economictimes.indiatimes.com/industry/indl-goods/svs/metals-mining/india-opens-doors-for-private-cos-to-give-lithium-mining-ambitions-a-shot-in-the-arm/articleshow/102200243.cms

The longer Chile keeps the Pinochet-era Strategic Mineral Classification on lithium then the longer the State will be severely curtailed on collecting taxes from potential new lithium miners and the farther Chile will fall behind on volumetric production thus cementing Australia's, China's, Argentina's (and soon Brazil's) grip on the international lithium market thereby squeezing Chile out of the entire industry. Additionally, the longer the Chilean Strategic Mineral Classification stays in place then the longer all the scammers/corrupt-politicians will have to secretly line their greasy pockets with bribes/payoffs/kickbacks/phony-subcontracts from "captive" junior lithium miners desperately trying to find even a small toehold in lithium exploitation.
